Senior Instructor – James Shortt Senior Instruction - IBA

BRITISH SECURITY LEGISLATION

In 1994, the IBA was approached by the House of Commons, Home Affairs Select Committee and made submission in their report “The Private Security Industry” published session 1994-85. The IBA then was approached to meet with Bruce George MP , whom James met at the House of Commons in December 1995. In August 1997, Alun Michael MP, Secretary for State at the Home Office contacted the DG for IBA evidence for the Regulation of the Private Security Industry (CM1254). James Shortt provided evidence on Bodyguarding on behalf of the IBA. The IBA provided training for the Security Industry Authority’s Close Protection licence initially through New College, Swindon, then through Mid Kent College and also through IBA in Ireland. James was a registered course instructor for delivering and invigilating the BTEC Level 3 Close Protection course.

  • Australian Institute of Public Safety (Melbourne) As DG James has conducted an annual training course in Melbourne since 1995 with the AIPS which is the principal training body for State and Federal security licensing. The course taught as core training modules constitutes both the IBA international certificate and the Australian Federal Certificate 3 (Code PRS30103) in Security (Close Personal Protection) under the Australian National Training Authority (ANTA). Professor Anthony Zalewski Ph.D. the principal of AIPS pioneered the original licensing and training of crowd controllers.
  • University of South Africa (Pretoria) James Shortt was appointed as the first lecturer in Bodyguard skills by the University of South Africa, following the first training courses conducted in Pretoria at the National Police Training Academy and then a 5 week Close Protection course for members of the new South African National Defence Forces near Durban. James was instrumental in developing security training in the new South Africa.
  • International Bodyguard Association James completed the IBA instructor training in 1984 with Lucien Ott as my instructor and mentor and was awarded Professeur of the IBA by Lucien Ott in 1988. He was instrumental in formulating the IBA formal instructor training that was introduced by Lucien Ott at the IBA executive council meeting in Paris in August 1989. This established 3 grades of instructor according to the French system of Moniteur, Instructeur and Professeur. This was implemented in 1989 and provides the constitutional requirement for IBA instructor training. IBA Instructors must have completed between 200-500 hours of IBA training modules, and completed the Certified International Bodyguard Awards (CIBG)and have assisted on a training course in what is called the DG escort. The trainee must complete a 1 week instructor course and then is licensed for 2 years to teach or the IBA, the license is renewable every 2 years by attendance at an IBA instructor course.
  • Wackenhut Security Academy (Quito, Ecuador) In co-operation with the US based International Security company “Wackenhut” James produced and provided a 2 week training course for working bodyguards including a practical tactical firearms module.
  • Falck Security Academy (Tallinn, Estonia) With the Estonian Security Service and then the Swedish Owned Falck group James developed and taught a basic bodyguard skills course, twice a year in Tallinn, Estonia, including a tactical firearms element. The course included Police Officers, Government and corporate bodyguards.
  • Debenhams PLC (Oxford St W1) Arrest & Restraint Training and Handcuff training for Security Staff 1986.
  • Instructor’ certificate (Irish Department of Defence/Civil Defence).
  • Dynamo State Organisation (Kiev, Ukraine) In co-operation with Ukrainian State Security, the Presidential Bodyguard Service James Shortt organized and provided bodyguard training including Protective Driving and Tactical Firearms for State protection officers and Embassy security officers since 1992.

The Expert Witness (UK and US Criminal Justice systems)

James Shortt was enrolled on the Register of Expert Witnesses some 15 years ago, He provided legal reports and expert testimony in court on subjects such as Terrorism and Protection skills. His last involvement was in Terrorist trials in UK in 2004.

Author

James Shortt has had articles published in a number of broadsheet newspapers and journals and have had a 12 part series on bodyguard methods and protocols published in specialist security and intelligence journals in UK, Poland and Russia. He is also the author of – 8 books including copies published in Russian and Japanese languages.

Some landmark achievements of James SHORTT as Director General of the IBA:

  • From 1988, He orchestrated and led protective training operations to assist the Baltic States governments and Polish Government then under Soviet control.
  • Afghanistan in 1992 at request of Defence Minister (Ahmed Shah Massoud) led bodyguard training operation to Kabul, Salang and Panjshir.
  • Former Yugoslavia (UN Ops) commenced in 1992 following approach by the UN Forces. This occurred after the murder by Serb Forces of the Bosnian deputy prime minister whilst he was under the protection of French UN Forces.
  • Prior to this James was involved in training Slovenian and Croatian forces.
  • South Africa between 1999-2000 post-apartheid training of defence forces
  • Trained elements of US Army Military Police PSDs and members ‘Charlie Coy’ 10th Special Forces Group at Panzer Caserne and Kelley Barracks, Stuttgart, in Germany between 1994-1996 in PSD techniques.
  • Trained Iraqi Police (4 courses at confidential location from May 2004 )
  • Trained PSDs of 1st Battalion 1st Special Forces Group (March 2004) Thailand.
  • Organised and participated in the training of United Nations Security at regional headquarters (UNSECAM) in Bangkok, Driver training, IED/ESD search training and bodyguard training 2004.
  • Royal Thai Police Commando 2003 bodyguard training.
  • Royal Thai Police bodyguard training 2005.
  • Royal Thai Navy SEALs (Pattaya) 2005.
  • Royal Bodyguards Khmer Interior Ministry for coronation 2005.
  • The Organization for Security and Co-operation in Europe (OSCE) (Macedonia/Kosovo) 2004-2005 driver and bodyguard training.
  • Mongolian Government (Jan 2000-2005) trained State Bodyguard, State Central Intelligence and Police (MVD) SWAT and designated state registered Private Security responsible for foreign Diplomatic Missions.
  • Trained 3 Company (1st Infantry Regt, Malta Armed Forces) the Special Duties Unit in Bodyguarding and members of Police Special Branch (bodyguard) 2006 Since 1984 James has personally taught Basic, Intermediate and Specialist Advanced Bodyguard skills subjects in the following countries.
